推動可持續發展目標的本地化城市設計指南為傳承上海世博會的精神，自2011年以來，上海與聯合國人居署、國展局按照“五年總編，每年報告”的模式共同修編《上海手冊》。經過各方共同努力，《上海手冊》已成為聯合國可更新國際文件，成為了各國城市展示可持續發展成果和經驗分享的重要平臺。 2023年，《上海手冊》進行第九次修編，即《上海手冊——21世紀城市可持續發展指南·2023年度報告》，主題為“促進資源融合，共享城市未來”。本書的出版有助于提升《上海手冊》的國內外影響力，有利于促進我國新型城鎮化，通過項目實施直接或間接實現城市發展經濟、社會、環境均衡發展。

為傳承上海世博會的精神遺產，自2011年以來，上海與聯合國人居署、國展局按照“五年總編，每年報告”的模式共同修編《上海手冊》。經過各方共同努力，《上海手冊》已成為聯合國可更新國際文件，和落實《2030年可持續發展議程》與《新城市議程》的工作文件，以及各國城市展示可持續發展成果和經驗分享的重要平臺。本書主要包括總論、主題章節和專篇。其中總論將回顧和總結過去五年的城市可持續發展狀況，明確當前落實《2030年議程》和《新城市議程》的關鍵問題，解釋可持續發展目標本土化這一核心主題。主題章節將分別介紹文化、社會、經濟、環境和治理五大領域體現可持續發展目標本土化的優秀案例，并提煉相關經驗供讀者參考。專篇將從全球視野介

聯合國人居署，又稱聯合國人類住區規劃署，是聯合國負責人類居住問題的機構。成立的宗旨為促進社會和環境方面可永續性人居發展，以達到所有人都有合適居所的目標。 國際展覽局，簡稱BIE，是專事監督和保障《國際展覽會公約》的實施、協調和管理舉辦世博會并保證世博會水平的政府間國際組織。 中華人民共和國上海市人民政府，是上海市的一級國家行政機關，是上海市人民代表大會的執行機關，對上海市人民代表大會和國務院負責并報告工作，在上海市人民代表大會閉幕期間，向上海市人民代表大會常務委員會負責并報告工作。
